Why is the media so shocked that Powell is coming home without achieving a peace plan?

Am I stupid or missing something essential? Was there ever a hope that an American (an outsider) would come up with a peace plan for two (religious) nations at war?

That's right USA, just keep sending your money and we'll keep killing each other.....
